GNYHA is pleased to release Partnerships Between New York City Health Care Institutions and Community-Based Organizations, a report published in collaboration with The New York Academy of Medicine (The Academy). The report describes findings from a research project in which focus group and interview participants from New York City-based hospitals, Delivery System Reform Incentive Payment (DSRIP) program Performing Provider Systems (PPSs), and community-based organizations (CBOs) discuss partnering experiences, processes, successes, and challenges. Although the research focused on New York City partnerships, the findings are broadly applicable across the entire GNYHA membership.

PPS and hospital partnerships with CBOs are receiving increased attention in the context of DSRIP implementation, the shift to value-based payment (VBP), and addressing social determinants of health. Through DSRIP and its VBP program, the New York State Department of Health (DOH) is driving hospitals and PPSs to engage in formal, contracted partnerships with CBOs, with a particular focus on non-Medicaid-billing CBOs that primarily provide social services.

GNYHA members have discussed successes and challenges related to CBO partnerships in GNYHA’s DSRIP workgroups and related educational events. The report, which is geared toward both health care institutions and CBOs, provides actionable information, recommendations, specific examples, and tools to facilitate partnership development and sustainability. The report complements Value-Based Payment Fundamentals: A Guide to New York State Medicaid VBP, a GNYHA curriculum published earlier this year, as it provides tools and resources to support the CBO partnerships that are a required component of certain Medicaid VBP arrangements.
