On August 19, New York Governor David Paterson called the State Legislature back to Albany for a “Special Economic Session” to deal with a worsening State budget picture. Although the New York State Legislature rejected health care cuts Governor Paterson requested last week that GNYHA estimated would have cost the hospital and nursing home sectors $1 billion each, the budget agreement does restrain growth in Medicaid provider rates, for an estimate State savings of $170 million over SFYs 2008-2010. Using DOB estimate, GNYHA determined the impact on fee-for-service hospital spending, including the Federal share and changes to Medicaid managed care payments, will be close to to $200 million.
