As Executive Vice President of CCLC, Roxanne Tena-Nelson provides a range of advocacy and consultative
services on behalf of not-for-profit and public continuing care providers. Focused on long term care policy
(LTC) issues, Ms. Tena-Nelson provides frequent commentary on LTC regulation and legislation related
to quality improvement and government reimbursement.
Serving the LTC provider community and the individuals receiving care through CCLC member
organizations, Ms. Tena-Nelson leads CCLC’s activities related to quality improvement, home and
community-based services, health information technology, LTC reform, corporate compliance practices,
and other legal and regulatory issues. Beginning in 2002, Ms. Tena-Nelson lead CCLC’s efforts secure
funding to implement an educational series for more than 17,000 direct care staff on key aspects of
quality improvement. Ms. Tena-Nelson serves on the steering group for the NY Quality Improvement
Organization’s nursing home and home health steering committees and the advisory group for a
Commonwealth Fund grant on measuring a staff-management driven effort to advance person-centered
care.
Since 1999 when she joined she has lead efforts involving various state and federal agencies on issues
such as improvements to government-required assessment tools, LTC workforce retention, and public
reporting of quality improvement data. Prior to her arrival at CCLC’s affiliate Greater New York Hospital
Association (GNYHA) in 1999, Ms. Tena-Nelson served as policy coordinator at Beth Abraham Health
Services’ Program of All-inclusive Care for the Elderly (PACE), a community-based program for nursing
home-eligible individuals. Ms. Tena-Nelson also held health policy positions in the Corporate Legal
Department at UPMC in Pittsburgh, Pennsylvania, the World Health Organization’s Aging and Health
Program in Geneva, Switzerland, and the Filipino Community Law Center in Seattle, Washington. She
received her J.D. and M.P.H. from the University of Pittsburgh School of Law and Graduate School of
Public Health, and completed a B.A. in international relations at The Johns Hopkins University.
